You can't do anything on the PS3 without jailbreaking; jailbreaking means running unsigned code, like the tools needed for codes. Mod menus won't work because you don't have a USB loader, or a way to modify the disc files, and then repatch them. There is currently no released jailbreak for the latest firmware, so in short there is no way for you to run codes, mods, hacks, whatever you want to call them on a PS3.

No, he mostly likely doesn't. He probably thinks he can do whatever he wants on it, like the Wii, without any consequences. Otherwise he wouldn't be asking such a silly question. Only an enthusiast coder would bother with it.

Consequences:
-PS3 banned forever (there's no way around this)
-No online multiplayer (defeats the purpose of "coding/modding" for most people)
-No game updates (these fix critical bugs and sometimes adds features)
-No DLC
-No other services that involve PSN (that's almost everything online related)
-If you want to pirate then I hope you have blank Blu-ray disks and a Blu-ray burner laying around, or at least a 1TB backup hard drive.

So enjoy "coding" for a crippled PS3, that your parents paid 300$-600$ for.
