Ip address question
If someone were to get your IP address on your iPhone, then you change the IP of the phone could they still track you with the old IP address ?

You can't track people with an IP address in the first place.
The old IP will still lead back to the same hub, but not to your house. IPs don't lead directly to your house, they lead to the ISP hub.

The IP address that you have changed in iPhone is the private or internal IP address .The ip address that will be visible over the Internet is public or external IP address .Public IP address is provided to you by the Internet Service Provider.It may change after certain period of time (Dynamic IP address).
Let me explain clearly:
There are two IP address:
1)Public ip address(Static and Dynamic)
2)Private or Local Ip address
Public IP address:
It is the one provided to you by your ISP.This is the address which will be visible in the internet.It can be found by visiting sites like IP-Details.com .
Private IP address:
Private IP addresses are typically used on local area networks like School,College,etc.,It can be found by Start->Run->Cmd->type "ipconfig" and enter.
The ISP will keep record of which Public IP address is assigned to which Customer(internal ip address) at what time.
It is not a public record.But,With a warrant the records are provided to law authorities.
From an IP address,most of the ip trackers or geolocation tools can tell which city your are from.Even that is rare.Mostly they will show only your ISP's location or the data center you are connected.
