Default Android USB port is glitchy

I fixed the phone problem from before but..

When I power off my phone and connect it to the charger, it works find. But as soon as I turn on my phone, it stops charging. I know that the phone was actually charging because the battery percentage goes up if I leave it turned off with the charger plugged in. I also properly connect my phone to my computer using the usb port. So I think it might be a phone config regarding my usb port. Since it only seems to derp on me while the phone is turned on.

Do you leave your phone plugged in at nights? If so, and it gets fully charged, it fucks up your battery.

I never do that. And the phone charges completely fine when the phone is powered down.
The problem is that the phone doesn't recognize that a USB cable is plugged in when it is powered on.

Have you tried a factory reset?

    1. your charger might not be strong enough (maybe get a new one)
    2. your battery might be shit (maybe get a new one)
    3. never charge overnight
    4. let your phone run out all the way before you charge it, its better for the battery

I never charge my battery overnight. And what about the fact that my phone wont connect to my computer via USB cable?

And I did try a factory reset, just to see if it was a setting on the phone or something, but the same thing continues.
