This happens to my xbox whenever I turn it on. It only happens for a few seconds. Now that whenever I turn it on and it gets 3 red rings, I don't need to worry about it. I recommend getting a new power cord just in case.

I don't think it will break your xbox, but if it does happen and you're able to fix it by turning it on then off, just do that.

Well I've noticed this also in computer packs too, what I found out is the noise comes from a coil whine, in circuit, if anything replace the coil, and if you don't have a soldering iron or anything, best thing to do, would buy a new power supply. If you do have the soldering iron, look for the coil, if the coil is making a noise, then you would have to get the new part and desolder and solder on the new one. Your power supply will be fine, but if you want the noise to stop then either replace the coil or replace the power supply.

its just vibrations from the internal chokes and transformers due to alternating current and the frequency it resonates at.
